"Qualification" criteria for determining application routing should be perishable. Meaning, 10 applications of a particular CPC examined 2 years ago does not make me an expert today. The bar and other professional organizations require annual CLE. Therefore, to be "qualified" based on CPC associated with the number of applications, there needs to be a mechanism to tie that "Qualification" to age of those applications (i.e., perishable). Not sure how I can be an expert for CPCs worked years ago.
